本周稀土市場(chǎng)價(jià)格均有小幅回落。亞洲金屬網(wǎng)價(jià)格:鐠釹金屬342-347元/KG，鏑鐵合金價(jià)格1290-1320元/KG，鋱金屬價(jià)格3650-3750元/KG。
This week the market price of rare earth has dropped slightly. Prices from Asian Metal of this weekend present: PrNd 342-347 RMB/KG, DyFe 1290-1320RMB/KG, Tb metal 3650-3750RMB/KG.

昨日北京商報(bào)記者獲悉，在稀土行業(yè)大集團(tuán)戰(zhàn)略提出近五年后，工信部正式劃定底線，強(qiáng)調(diào)6月底前完成全部集團(tuán)組建工作，實(shí)現(xiàn)以資產(chǎn)為紐帶的實(shí)質(zhì)性重組。
Yesterday Beijing Daily reporter was informed that after the rare earth industry large group strategy was proposed for five years, the Ministry of Industry and Information has formally drawn the bottom line, emphasizing to complete the formation of all groups before the end of June, in which the substantive reorganization with assets as a link can be fulfilled.
工信部相關(guān)負(fù)責(zé)人介紹，有關(guān)部門繼續(xù)落實(shí)支持集團(tuán)組建的政策，對(duì)按時(shí)完成整合任務(wù)的集團(tuán)予以支持。通過關(guān)閉、淘汰、轉(zhuǎn)產(chǎn)等方式，壓減集團(tuán)冶煉分離產(chǎn)能，支持集團(tuán)做大應(yīng)用產(chǎn)業(yè)，提升核心競(jìng)爭(zhēng)力。同時(shí)，六大集團(tuán)繼續(xù)完善集團(tuán)間協(xié)調(diào)機(jī)制，進(jìn)一步發(fā)揮維護(hù)市場(chǎng)秩序、促進(jìn)行業(yè)平穩(wěn)運(yùn)行等作用。
The relevant person from the Ministry of Industry and Information said, relevant departments continue to implement supporting policy, and will give key support to the group which complete integration on time. Through shutting down, elimination, converting and other methods, they aim to decease the smelting and separation capacity and support groups to enhance their core competitiveness through enlarging their application industry. At the same time, the six groups will continue to improve the coordination mechanism between each other, and further play their role in developing and maintaining market order, promoting smooth operation of the industry.
目前，已經(jīng)有中鋁集團(tuán)、北方稀土、廈門鎢業(yè)三家集團(tuán)已經(jīng)完成組建工作，五礦集團(tuán)、南方稀土、廣東稀土三家集團(tuán)組建工作仍在進(jìn)行中。毫無疑問，形成南北“5+1"的寡頭格局，政府層面的意圖在于改變行業(yè)混亂的狀態(tài)，合力打擊“黑稀土"。
At present, three groups incl. China Aluminum Corp, China North Rare Earth and Xiamen Tungsten have completed their formation, other three incl. China Minmetals Cooperation, China South Rare Earth, Guangdong Rare Earth are still in progress. There is no doubt that a "5+1" pattern will be formed, the government's intention is to change the state of industry chaos and fight against the "illegal rare earth".
此次，工信部也提出，在組建稀土“正規(guī)軍"的同時(shí)，還要深入打擊稀土違法違規(guī)行為?！袄^續(xù)聯(lián)合查處開采、生產(chǎn)、流通環(huán)節(jié)的違法違規(guī)行為，推動(dòng)落實(shí)地區(qū)政府的監(jiān)管責(zé)任，加強(qiáng)突擊檢查、監(jiān)控問題企業(yè)，嚴(yán)肅查辦典型案件；建立產(chǎn)品追溯體系，利用稀土專用發(fā)票、出口數(shù)據(jù)等信息，倒查企業(yè)礦產(chǎn)品來源，斬?cái)嘞⊥梁谏骀湥晃械谌綑C(jī)構(gòu)開展稀土違法違規(guī)線索調(diào)查取證，建立常態(tài)化工作機(jī)制。"工信部副部長(zhǎng)辛國(guó)斌說。
This time, the Ministry also mentioned that during formation of rare earth “regular army", we also need to combat the illegal rare earth. "Continue to jointly investigate and deal with the illegal mining, production and circulation, to promote the implementation of the regional government's regulatory responsibility, to strengthen spot checks, to focus on problematic companies, to investigate typical cases seriously; to establish product traceability system, to investigate mining enterprises product source by rare earth special invoice & export data, etc., to cut off the rare earth illegal interests chain; to entrust third-party agencies to carry out rare earth illegal clues investigation and evidence collection, to establish a normalization mechanism." Xin Guobin, Vice Minister of the MIIT said.
另外，稀土生產(chǎn)總量控制也將加碼。辛國(guó)斌透露，接下來，將嚴(yán)格控制新增稀土礦山開采和冶煉分離項(xiàng)目，嚴(yán)肅查處地方違規(guī)、越權(quán)審批項(xiàng)目；嚴(yán)格總量控制管理，加大對(duì)總量控制指標(biāo)執(zhí)行的監(jiān)督檢查，提高“白名單"、“黑名單"參考價(jià)值，推動(dòng)不符合行業(yè)規(guī)范的企業(yè)主動(dòng)升級(jí)或加快退出。
In addition, the control of total rare earth production will also be enhanced. Xin Guobin said, we will strictly control new rare earth mining and smelting separation projects, and will severely punish illegal behaviors such as unauthorized approval of local projects and strictly control the total rare earth volume, increase the supervision and inspection of the implementation of total control quota, improve the reference value of "white list" and "blacklist", promote the enterprise which do not meet the industry standards to take initiative to upgrade or to accelerate the exit.
