近日，國土資源部下發(fā)《關(guān)于下達(dá)2016年度稀土礦鎢礦開采總量控制指標(biāo)（一批）的通知》（以下簡稱“通知"），通知提出，2016年度稀土礦（稀土氧化物REO）開采總量控制指標(biāo)為52500噸，一批鎢精礦（三氧化鎢含量65%）開采總量控制指標(biāo)為45650噸。

正因如此，我國稀土資源一直被亂采濫挖等現(xiàn)象困擾，因而國家對稀土行業(yè)的調(diào)控有兩個指令性計劃，一個是國土資源部管理的礦產(chǎn)品的總量控制計劃，另一個是工信部管理的冶煉分離產(chǎn)品的總量控制計劃。

Because of this, China rare earth always face illegal mining phenomenon, there are two mandatory plans for national regulation of rare earth industry, one is the total mining amount control from Ministry of Land and Resources, the other is the total smelting separation amount from Ministry of Industry and information.

此次國家在宏觀層面對稀土進(jìn)行開采總量控制，無論是上游、中游還是下游的公司都將受控，未來稀土業(yè)的附加值肯定會獲得提升。對稀土資源實施總量控制，直接目的是防止過度開采、盲目競爭，促進(jìn)對優(yōu)勢礦產(chǎn)資源的有效保護(hù)、科學(xué)利用。

This time the government is taking control on the total rare earth mining amount at the macro level, upstream, midstream and downstream companies will be all under the control, the added value of rare earth industry will be promoted in the future.
