本周稀土市場(chǎng)行情，鐠釹，鏑鐵和鋱價(jià)格保持平穩(wěn)，與上周持平。亞洲金屬網(wǎng)價(jià)格: 鐠釹金屬價(jià)格404-409元/KG，鏑鐵合金價(jià)格1160-1180元/KG，金屬鋱價(jià)格3800-3850元/KG（上海有色，3850-3900元/KG）。
This week, price of PrNd, DyFe and Tb still kept stable and unchanged from last week. Price from Asian Metal at this weekend presented: PrNd metal 404-409RMB/KG, DyFe alloy 1160-1180RMB/KG and Tb metal 3,800-3,850RMB/KG (price from SMM: 3850-3900RMB/KG).
2012年2月，澳大利亞萊納斯稀土公司在馬來(lái)西亞?wèn)|海岸關(guān)丹設(shè)立價(jià)值超過(guò)10億澳元的全球大稀土提煉廠，是中國(guó)以外大的稀土供應(yīng)基地。由于稀土產(chǎn)生的輻射和有毒廢料危害公共健康和生態(tài)環(huán)境的問(wèn)題，馬來(lái)西亞民眾、社團(tuán)與非政府組織均反對(duì)萊納斯廢料儲(chǔ)存于該國(guó)。過(guò)去8年里，上百萬(wàn)馬來(lái)西亞通過(guò)各種途徑表達(dá)了自身的擔(dān)憂。
In February 2012, the Australian Lynas Rare Earth Corp. set up the world's largest rare earth refinery in Kuantan, on the east coast of Malaysia. It is worth more than 1 billion AUD, is the largest supply base for rare earth outside China. Because the radiation and toxic waste from rare earth endanger public health and the ecological environment, the Malaysian people, associations and non-governmental organizations opposed the storage of Lynas scrap in the country. Over the past 8 years, millions of Malaysian citizens have expressed their concerns in various ways.
馬來(lái)西亞新政府上臺(tái)后，反對(duì)的聲音掀起又一波高潮，該國(guó)政府決定成立評(píng)估委員會(huì)，重新審核該稀土廠的各項(xiàng)指標(biāo)和運(yùn)營(yíng)執(zhí)照。此前，萊納斯稀土殘留物的儲(chǔ)存許可證已在10月31日到期。根據(jù)馬來(lái)西亞能源、科學(xué)、科技、環(huán)境和氣候變化部于10月30日的文告表示，政府給予萊納斯臨時(shí)儲(chǔ)存廢料許可證至明年2月15日。馬政府延長(zhǎng)該期限是為了讓萊納斯稀土提煉廠(LAMP)旗下的操作評(píng)估與廢料管理執(zhí)行委員會(huì)重新對(duì)該公司的儲(chǔ)存和操作廢料的方式進(jìn)行審查和評(píng)估。
After Malaysia new government came to power, the opposition voice raised another climax. The government decided to set up an evaluation committee to re-examine the indicators and operating license of this rare earth plant. Previously, Lynas's storage permit for rare earth residues expired on October 31. According to the statement from the Ministry of Energy, Science, Technology, Environment and Climate Change of Malaysia on October 30, the government granted Lynas a temporary storage of scrap permit until February 15 of next year. The reason that the government extended the period is to allow the operation assessment and Waste Management Executive Committee of the Lynas Rare Earth Refinery (LAMP) to re-examine and evaluate the scrap storage and operation way of the company.
根據(jù)新公告，馬來(lái)西亞審查委員會(huì)于2018年11月11日在本國(guó)關(guān)丹召開(kāi)了聽(tīng)證會(huì)。參會(huì)人員來(lái)自國(guó)際貿(mào)易投資部、原子能機(jī)構(gòu)、環(huán)境部、衛(wèi)生部、職業(yè)安全與健康部、萊納斯（馬來(lái)西亞）有限公司和其他有關(guān)各方。然而，聽(tīng)證會(huì)未產(chǎn)生任何成果。審查委員會(huì)預(yù)計(jì)將于11月27日向部長(zhǎng)提交聽(tīng)證會(huì)報(bào)告。
According to the latest announcement, the Malaysian Review Committee held a hearing in Kuantan on November 11, 2018. Participants came from the Ministry of International Trade and Investment, IAEA, the Ministry of Environment, the Ministry of Health, the Ministry of Occupational Safety and Health, Lynas (Malaysia) Corp. and other relevant parties. However, the hearing did not make any difference. The review Committee is expected to submit a report of the hearing to the minister on November 27.

鐠釹稀土市場(chǎng)持穩(wěn)運(yùn)行，商家報(bào)價(jià)持平，氧化鐠釹含稅31.6-31.8萬(wàn)元/噸，鐠釹金屬含稅40.4-40.8萬(wàn)元/噸。近期鐠釹稀土市場(chǎng)商家看待后市意見(jiàn)分歧，部分商家認(rèn)為當(dāng)前金屬?gòu)S備貨意愿不足，氧化物市場(chǎng)交氛圍清淡，后市鐠釹價(jià)格或?qū)⑿》禄?。此外，近期市?chǎng)上關(guān)于云南海關(guān)閉關(guān)的消息比較多，云南騰沖海關(guān)閉關(guān)致使稀土進(jìn)口量減少，部分企業(yè)稀土氧化物產(chǎn)量因此下降，鏑鋱稀土氧化物價(jià)格小幅上調(diào)，但受限于下游市場(chǎng)實(shí)際交清淡，漲幅有限。（富寶資訊）
PrNd Rare earth market was in stable operation, and the merchant's offers were flat, PrNd Oxide price is 316,000-318,000 RMB/ton incl. tax, PrNd metal price is 404,000-408,000 RMB/ton. Recently, PrNd rare earth market merchants hold different opinions for the after-market. Some believe that the current metal factory is not willing to stock, oxide market transaction atmosphere is light, and PrNd price may decline slightly in the future. Furthermore, the news that Yunnan customs closed spread in the recent market, and the close of Yunnan Tengchong customs resulted in the reduction of rare earth imports. Therefore, Rare earth oxide production of some enterprises declined. Dy and Tb rare earth oxide prices increased slightly, while, limited by the light real transactions in downstream market, gains were limited.
