本周稀土市場金屬價格相對穩(wěn)定。亞洲金屬網(wǎng)價格:鐠釹金屬313-318元/KG，鏑鐵合金價格1220-1250元/KG，鋱金屬價格3550-3630元/KG。This week the metal price of rare earth is relatively stable. The price from Asian Metal of this weekend presents that: PrNd 313-318RMB/KG, DyFe 1220-1250RMB/KG and Tb metal 3550-3630RMB/KG.

10月18日下午，醞釀許久的稀土“十三五"規(guī)劃正式出臺，其中明確指出，2020年底，六大稀土集團(tuán)完成對全國所有稀土開采、冶煉分離、資源綜合利用企業(yè)的整合，形成科學(xué)規(guī)范的現(xiàn)代企業(yè)治理結(jié)構(gòu)。下一步，一方面六大集團(tuán)（中鋁公司、北方稀土、廈門鎢業(yè)、中國五礦、廣東稀土、南方稀土）要繼續(xù)加快稀土行業(yè)整合，安排工作計(jì)劃，明確目標(biāo)任務(wù)、工作措施和時間進(jìn)度；另一方面，國家會陸續(xù)完善相關(guān)行業(yè)法律法規(guī)，并同時將稀土采礦證、收儲、研發(fā)基地建設(shè)、財(cái)稅支持等政策落實(shí)到六大集團(tuán)。
On Oct.18th afternoon, the 13th Five-year Plan of rare earth was officially published after the long time ferment. The plan clearly pointed out that at the end of 2020, the integration of rare-earth mining & smelting separation and resources comprehensive utilization enterprise of all the country would be completed by the Six Rare Earth Group; meanwhile the scientific & standardized modern enterprise management structure would also be established. And the next step is that on the one hand, the Six Rare Earth Group (Including ALUMINUM COPRPORATION OF CHINA LIMITED, NORTH RARE EARTH, XIAMEN TUNGSTEN CORPORATION,LTD.,CHINA MINMETALS CORPORATION,GUANGDONG RARE EARTH INDUSTRY GROUP,SOUTH CHINA RARE EARTH GROUP) will continue to speed up the integration of rare earth industry, make working plan, define target tasks、 work measures and schedule; on the other hand, the relevant laws and regulations of rare earth industry, mining permits, storage, R & D base construction, financial support and other policies should also be implemented by the Six Rare Earth Group.
對此，有分析人士指出，稀土“十三五"規(guī)劃的出臺，更明確了六大集團(tuán)的定位，為我國稀土市場秩序化發(fā)展指明了方向。
Regarding above, some analysts also pointed out that the introduction of 13th Five-year Plan had made the position of Six Rare Earth Group more definitely as well as the development direction of order for China rare earth market more clearly.
六大稀土集團(tuán)建立以來，行業(yè)集中度顯著提升，數(shù)據(jù)顯示，6家企業(yè)整合了全國23家稀土礦山中的22家和59家冶煉分離企業(yè)中的54家，冶煉分離產(chǎn)能從40萬噸壓縮到30萬噸，然而相比于年均10萬噸左右的需求量，過剩依然嚴(yán)重?！半S著六大集團(tuán)整合深入，產(chǎn)能過剩的問題也有可能會化解。"分析人士表示。
The industry concentration has significantly improved since the establishment of Six Rare Earth Group and the data showed that 22 enterprises among the 23 rare earth mine enterprises together with 54 enterprises among the 59 smelting separation enterprises were integrated into Six Rare Earth Group. And then the capacity of smelting separation was reduced from 400000 tons to 300000 tons while it was still serious overcapacity compared to the average annual demand of 100000 tons. “However the overcapacity problem would be possibly resolved with the deep integration of Six Rare Earth Group." the analysts said.
除此之外，我國稀土產(chǎn)品結(jié)構(gòu)也將隨著大集團(tuán)的出現(xiàn)而進(jìn)一步優(yōu)化。以大集團(tuán)為中心，構(gòu)建稀土全產(chǎn)業(yè)鏈條，改變數(shù)年來稀土散亂的狀況，實(shí)現(xiàn)國際競爭力無疑是國家重要“藍(lán)圖"，稀土產(chǎn)業(yè)也成為我國礦產(chǎn)資源領(lǐng)域整合的“樣本"。

對于稀土“十三五"規(guī)劃，信部原材料司巡視員、稀土辦主任賈銀松指出，“十三五"期間，加快完成六大稀土集團(tuán)實(shí)質(zhì)性重組，將有助于規(guī)范市場秩序、加強(qiáng)創(chuàng)新能力建設(shè)、引進(jìn)技術(shù)和人才，加快發(fā)展應(yīng)用產(chǎn)業(yè)，從而培育中國稀土的核心競爭力。各個稀土集團(tuán)的集約化發(fā)展，有望提升稀土技術(shù)和產(chǎn)品的研發(fā)能力，促進(jìn)稀土相關(guān)技術(shù)和產(chǎn)品在航空航天、軌道交通、海洋工程、工業(yè)機(jī)器人、數(shù)控機(jī)床、醫(yī)療器械、無人機(jī)等領(lǐng)域的廣泛應(yīng)用。
As to the 13th Five-year Plan, Jiayinsong who is the inspector of Department of raw materials & Ministry of industry and information as well as the director of Rare Earth Office pointed out that during the 13th Five-Year period, to expedite the substantial reorganization of the six Rare Earth Group would conduce to standardize the market order, strengthen the construction of innovative ability, introduce advanced technology and high-end talents, rapidly develop high-end application industry and then cultivate the core competitiveness of Chinese rare earth. Moreover, under the intensive development of each rare earth group, the research and development capacity of rare earth technologies & products was expected to be promoted as well as the relevant techniques & products are promoted to be widely used in aerospace, rail transit, oceanographic engineering, industrial robot, high- end CNC machine tools, medical apparatus and instruments, unmanned aerial vehicle and other fields
