n 本周稀土市場(chǎng)價(jià)鏑鐵價(jià)格小幅下跌，鐠釹、鋱價(jià)格相對(duì)穩(wěn)定。亞洲金屬網(wǎng)價(jià)格:鐠釹金屬330-335元/KG，鏑鐵合金價(jià)格1300-1330元/KG，鋱金屬價(jià)格3200-3300元/KG。
This week the rare earth market price of DyFe has a slightly decrease and the price of PrNd & Tb is relatively stable. The price of Asian metal at the weekend present: PrNd 330-335RMB/KG, DyFe 1300-1330RMB/KG and Tb 3200-3300RMB/KG.

治亂需用重典，為了拯救長(zhǎng)期畸形發(fā)展的稀土行業(yè)，相關(guān)主管部門一連串使出了“打擊黑稀土"、“強(qiáng)化正規(guī)軍"等多種手段。昨日北京商報(bào)記者獲悉，在稀土行業(yè)大集團(tuán)戰(zhàn)略提出近五年后，工信部正式劃定底線，強(qiáng)調(diào)6月底前完成全部集團(tuán)組建工作，實(shí)現(xiàn)以資產(chǎn)為紐帶的實(shí)質(zhì)性重組。

工信部相關(guān)負(fù)責(zé)人介紹，有關(guān)部門繼續(xù)落實(shí)支持集團(tuán)組建的政策，對(duì)按時(shí)完成整合任務(wù)的集團(tuán)予以支持。通過(guò)關(guān)閉、淘汰、轉(zhuǎn)產(chǎn)等方式，壓減集團(tuán)冶煉分離產(chǎn)能，支持集團(tuán)做大應(yīng)用產(chǎn)業(yè)，提升核心競(jìng)爭(zhēng)力。同時(shí)，六大集團(tuán)繼續(xù)完善集團(tuán)間協(xié)調(diào)機(jī)制，進(jìn)一步發(fā)揮維護(hù)市場(chǎng)秩序、促進(jìn)行業(yè)平穩(wěn)運(yùn)行等作用。
The responsible person of MIIT introduced that the relevant departments will continuously implement the policy of group restructuring and offer especially support to the one who accomplished on time. Through shutting down, elimination, switch to other production or the other ways to reduce the smelting separation capacity and support the group in expanding their application industry to enhance core competitiveness. Meanwhile, the six groups will continuously improve the coordination mechanism between them, and help to maintain the market order and promote smoothly running of industry.
此次，工信部也提出，在組建稀土“正規(guī)軍"的同時(shí)，還要深入打擊稀土違法違規(guī)行為?！袄^續(xù)聯(lián)合查處開(kāi)采、生產(chǎn)、流通環(huán)節(jié)的違法違規(guī)行為，推動(dòng)落實(shí)地區(qū)政府的監(jiān)管責(zé)任，加強(qiáng)突擊檢查、監(jiān)控問(wèn)題企業(yè)，嚴(yán)肅查辦典型案件；建立產(chǎn)品追溯體系，利用稀土專用發(fā)票、出口數(shù)據(jù)等信息，倒查企業(yè)礦產(chǎn)品來(lái)源，斬?cái)嘞⊥梁谏骀?；委托第三方機(jī)構(gòu)開(kāi)展稀土違法違規(guī)線索調(diào)查取證，建立常態(tài)化工作機(jī)制。"工信部副部長(zhǎng)辛國(guó)斌說(shuō)。
Besides, MIIT also thought that along with the “establish of the legal rare earth" we also need to strike on the illegal rare earth. The vice minister of MIIT Xin Guobin said that we need to united other departments to investigate irregularity action during mining, production and circulation process, promoting the regulatory responsibilities of regional government, strengthen in spot check, focus on monitoring the companies in problems and strictly investigate the typical cases. Meanwhile we also need to establish the products traceability system, use the rare earth dedicated invoices, export data to trace back the resources of mineral products and cut rare earth illegal interests chain. Entrust the third party agencies to carry out the clues of rare earths violation investigation and establish mechanism for the routine works.
另外，稀土生產(chǎn)總量控制也將加碼。辛國(guó)斌透露，接下來(lái)，將嚴(yán)格控制新增稀土礦山開(kāi)采和冶煉分離項(xiàng)目，嚴(yán)肅查處地方違規(guī)、越權(quán)審批項(xiàng)目；嚴(yán)格總量控制管理，加大對(duì)總量控制指標(biāo)執(zhí)行的監(jiān)督檢查，提高“白名單"、“黑名單"參考價(jià)值，推動(dòng)不符合行業(yè)規(guī)范的企業(yè)主動(dòng)升級(jí)或加快退出。
In addition, we will have a more strict control on the total rare earth production amount. Xin Guobin mentioned that in the coming future, we will have a more strict control on new rare earth mining and separation program, investigate the illegal or unauthorized approval program; strict control on the total rare earth production amount, enhance the supervision and inspection of the total volume control targets, improve the reference value of “white list" and “black list" to promote the initiative upgrade or accelerative exit of the enterprises which do not meet the industry standards.
